TGSI Requirements for SAT Station Upgrades — What Contractors Need to Know

Accessibility upgrades to NSW railway stations are accelerating under the Safe Accessible Transport (SAT) program, with dozens of stations currently in design, planning, or active delivery across the network. For contractors winning these packages, TGSI (Tactile Ground Surface Indicator) specification and procurement is one of the less glamorous but compliance-critical components — and getting it wrong can create delays, rework, and approval issues.

This post covers what contractors need to know about TGSI requirements for SAT station works.

What Are TGSIs and Why Do They Matter on SAT Projects?

Tactile Ground Surface Indicators are the raised dome or bar surface elements installed at platform edges, ramps, stairways, and accessible pathways to assist vision-impaired and low-vision passengers in navigating public transport safely.

On SAT station upgrades, TGSIs are not optional or cosmetic — they are a mandatory compliance requirement under Australian Standard AS/NZS 1428.4, which governs design for access and mobility in public infrastructure. TfNSW project documentation will specify both the placement requirements and the product performance standards the installer must meet.

Failure to comply can result in hold points, rework, and delayed practical completion sign-off.

The Key Standard: AS/NZS 1428.4

AS/NZS 1428.4 sets out the requirements for:

  • Placement — where TGSIs must be installed (platform edges, tops and bottoms of ramps and stairs, hazard warnings)
  • Luminance contrast — the colour of the TGSI relative to the surrounding surface must achieve a minimum 45% luminance contrast to be detectable by low-vision users
  • Pattern — discrete (dome) TGSIs for hazard warnings, directional (bar) TGSIs for pathway guidance
  • Material performance — slip resistance and durability requirements

Every TGSI product specified on a SAT project must demonstrate compliance with this standard. Look for products that have been independently tested — CSIRO testing is the recognised benchmark in Australia.

Slip Resistance: AS/NZS 4586

In addition to AS/NZS 1428.4, TGSI products on rail infrastructure must comply with AS/NZS 4586 for slip resistance. The ratings to look for are:

  • P5 — Wet Pendulum Test (pedestrian slip resistance in wet conditions)
  • R11 — Oil Wet Ramp Test (ramp slip resistance rating)

These ratings matter particularly on platform edges and ramp installations where wet weather exposure is continuous.

Colour Selection on SAT Projects

TfNSW specifications for SAT station upgrades typically require specific TGSI colours depending on the substrate and surrounding surface. The most commonly specified colours on NSW rail projects are:

  • Sky Blue — the dominant colour across most TfNSW TAP and SAT station upgrades
  • Yellow / Daffodil — used where higher visual contrast against light substrates is required
  • White / Ivory — occasionally specified for platform edge replacement on older station profiles

Confirm the colour specification with the principal before procurement — substituting colours without approval is a common source of rework on these projects.

Supply Models — What Works Best for SAT Delivery

SAT projects are typically delivered under tight programs with live rail environment constraints. The most efficient procurement model for TGSI on these projects is supply only — material is procured from the manufacturer and installed by the contractor’s own labour or a specialist subcontractor. This model keeps the supply chain simple and avoids unnecessary interfaces.

Where the contractor does not have drilling and installation capability in-house, a supply and install model is available — the TGSI supplier provides both the product and the installation team, including the specialist drilling rig required for dry-fix installation on concrete platforms.

Lead Times and Availability

One of the most common procurement errors on SAT projects is leaving TGSI procurement too late. While the product itself may seem straightforward, imported or non-locally manufactured tactiles can have lead times of 8–12 weeks or more. Locally manufactured stock — available from Sydney — can typically be supplied within days of order confirmation.

When programming your SAT station works, include TGSI procurement in your early procurement schedule, not as a late trade package.
